Based on the commitment when China join WTO, Chinese express service market been completely opened at the end of 2005. The foreign capital express company been permitted to establish the individual proprietorship company in China. Under the new situation of market competition, whether the postal service can make stronger and expand postal express mail service market or not will be the key of postal express mail service's survival. Researching on the Jiangxi Postal Express Mail Service Corporation ("JX PEMS"), to find out the development strategy of "JX PEMS", and to strongly push forward the processes of modernization, that will be the important theory significance and practical significance regarding "JX PEMS".At First, the article summarized the related theory of the strategic management, and account for the history and actuality of postal express mail service's development in detail.Secondly, analyze the environment and the situation of "JX PEMS" (SWOT analysis), pointed out the current main issue, analyzed the development opportunity and the threat which "JX PEMS" faces, had pointed out the support of national related policy, huge demand from the Chinese express service market and so on, has provided the development space for the postal express mail service. At the same time, pointed out the high request to the express service corporation, the new threat from the express service market comprehensive opening; analyzed the advantage and weakness of "JX PEMS " ,pointed out the postal service brand and the network are "the magic weapon" of "JX PEMS" . But the unreasonable system, the rockbound mechanism, the outdated management and technical causes it to be unable to meet the express service market demand well.Finally, according to above analysis result, I proposed the countermeasure for market localization, the strategic choice of " JX PEMS " ,and formulated the strategy of reforming the express mail service and innovating the mechanism, the strategy of competition and cooperation with the competitors and the strategy of Enlargement infrastructure and Strengthen camp ability and the strategy of excellent internal managemen and Promote service levelt.
