China’s express delivery market has been developing rapidly with high economic growthsince the reform and opening-up. Whether business or personal affairs have greater demandand higher requirements to the modern express and logistics. With the opening of the Chinamarket graduallyafter joined into WTO, the express delivery market has entered into a newstage of development, generated by DHL, FedEx, UPS and TNT as representatives of fourforeign courier companies entered into Chinese market rapidly. They have won more andmore market shares relying on their advantages in network, efficiency and service. At thesame time, numerous of private express companies rising up swiftly, such as Shentong,Yuantong and Yunda express etc. After years of accumulation and development, Expressindustry’s competition become fiercer, which its business scale has reached12.2billion.As a state-owned enterprise, EMS of Guangdong has advantages of network, highsecurity andgovernment’s support, etc. But it still faces with a lot of problems of deliveryinefficiently, human resource shortage and delivery network imperfect, etc. Facing withintense competitive market, how to choose right strategic measures to improvecompetitiveness is the priority problem related to the company’s future development.Based on the analysis of company’s internal value chain, development environment andSWOT, the paper formed “1368” strategy system of the companyand had a systematic studyin the company’s business concept, development ideas, key strategies and strategic measures.Also, the author devoted himself to explore the company’s future development way focusedon point, line and plane type of network layout, combination of logistics with e-commerce,supply chain finance and construction of information system. The paper not only provided asolid theoretical foundation to the company’s future development process, but also has somepractical meaning and reference value to other express enterprise’s strategy formulation.
