The Reaserch On The Farmland Institutional Transition After The Foundation Of The People's Republic Of China

As the base and core in the country, farmland institution is always focused by the people. After the foundation of People's Republic of China, the farmland institutional transition has been gone four stages. They are land reform stage, mutual aid group and elementary agricultural producers' cooperative Stage, advanced agricultural producers' cooperative and people's communes stage, household responsibility system stage. The history shows that the farmland institution which suits production capability would boost the development of agricultural economy, while exceeds or fall behind would restrict.This thesis analyzes the history, efficiency and the reason of the farmland institutional transition and finds the disadvantages of the current farmland institution. Then I propose that the constraint condition and the transitional direction. The innovation of the thesis is that the research approaches are history analyses, the theory of institutional economics and production capability to production relations dialectic relationship.The history of the farmland institutional transition indicates: we must take note of the link of coerciveness transition and induced transition; The arrangement must balance performance and fairness; we must pay more attention to the acceptance and identification of the peasants; it is important to define the property right, and the transparent property right and the transparent main part is efficient; the present institutional transition is limited by the essence of the production relations and the differences of agriculture production conditions of every area. So the train of thought is that we must insist HRS. Then we must maintain and complete the ownership of land, Moreover we can carry out the extent operation at the conditional place.
