Being coming into the 21st century, the human society made great improvement, since then we face on the change from industry economy age to knowledge economy age. The improvement for the global economic and competition globally makes enterprises keep the all use of their resources to maintain living and development. Being one of the important resources in the organization, Human Resource has been getting more recognition; the effective Human Resource has been the key of success for the development of organization. The improvement of Human Resource reflects the scorching competition for each country and site, even the change due to the change of the character of labor force, law, regulation and the technology. All these changes need to fit the structure, form, character and technique of organization, this requests organization to do their best to touch the require of international competition in the speed of reaction, the quality of products or services, renovation and business globally.Now Human Resource has been moved from personal management to strategy HR management, in the other hand, it has been becoming to the strategy HR management. But whatever we raise its level to the high of strategy, in the course of the actual implemental action, we must focus on the key of control, according to the controlling and alignment to keep the base of HR strategy management firmly.In this article, we will base on the control of Human Resource Cost, and extend its content covered the wholly Human Resource Management and the management of enterprise culture to discover the efficacy of HR management. Firstly, we focus on the development and regulation for enterprise and Human Resource management; try to consolidate the external condition of HR management through our analysis to the regulation. Secondly, the foundation building of systemic Human Resource management; try to find the key of control for HR management according to the dissection of the systemic HR management. The third is that introduction to the composing, calculation and the influence to the company, give the definition of the cost of HR management and its effect for the company and how to solve the factor of these influence. In the meantime, according to the analysis of character of Human Resource, try to get a summarization and exploring about the generation, composing, calculation and how to control effectively for the cost of human resource. Meanwhile, we analyze the HRM condition of consumable sales chain stores, try to find the way to control human resource cost effectively, we are looking forward to catching the target of improving the competition of enterprise and the quality of enterprise service.
