Study On Prophase Planning Of Public Construction Project In Hai Nan

As the foundations to maintain social production and existence, and the vitals to support the urban and rural operations in health, public building projects play important roles in economic and social sustainable development and in the establishment of harmony society. With the deepening social and economic system reforms and rapidly developing citification, public building projects are facing new environments. To meet the new environments, there is a need of new exploring in theories of projects prophase planning managements about how to make the limited public resources to realize the most public benefits. To deal with the problems in the field of public building projects such as the high malfunction ratio in project prophase planning, the deluge of projects for face, frequent exposures of engineering projects of very low quality, corruptions of officials and so on, it is urgent to reform the mechanism in public building projects and improve the prophase planning performance of this kind of projects. Therefore, with the research topic of the prophase planning mechanism in public building projects, in this thesis, some new thoughts and methods are put forward to improve efficiency and effectiveness in prophase planning according to systematic and extensive studies on the prophase planning mechanism of public building projects.By deeply investigating and analyzing the characteristics, condition and problem in prophase planning mechanism in public building projects in our country, according to case analysis of prophase planning mechanism in public building projects in Hainan Haikou, this thesis is written to give the suggestion research to the prophase planning in public building projects.In order to guarantee to develop national economy long, continually stably and healthily, the government in our country has been widening the scope of the investment, but the benefits are low in public building projects and there are serious wastes, and even some serious cases of practicing bribery and accepting bribes are connected with public building projects, seeking the scientific management model related to the characteristics of public building projects, solving the problems of project management in government investment and guaranteeing the quality and benefit of public building projects are new tasks to be solved by the people engaged in project management in our country.
