Economy of modern society develops rapidly, however, environmental problems which get obvious increasingly restrict economy and society of our country to have a further development. After the Central Committee formulated the thought of devoting major efforts to develop circular economy, people's understanding of the significance of developing circular economy is elevated constantly, however, which is still limited. The all-round development of circular economy depends on the participation of the entire people, so devoting major efforts to carry out the circular economy education for the entire people at present is needed urgently.In this paper, the author approaches the strategy of developing the circular economy education in Shandong Province, with a view to make evocation to the theoretical study and experimental exploration of China's circular economy, thereby promoting the socioeconomic sustainable development. In the paper, the author seeks for the strategy of our country's circular economy education, through using the latest achievements from domestic and foreign exploration as reference, on the basis of extensive research on the domestic and foreign circular economy educational theories and practice, and with the way of combining empirical analysis with experiential summarization. Mainly concentrated in the following areas of study:1. Through the large number of consulting and understanding domestic and foreign related literature, clarifying the different development stages of circular economy education, analyzing the theoretical basis of circular economy education's formation and development, the author proposes a new concept of circular economy education, and in particular points out the view of attaching importance to environmental system in circular economy education, thereby seeking the theoretical basis of current and future circular economy education development. This study forms a tow-dimensional system of circular economy education and makes detailed analysis on the implementation of circular economy education from the vertical and horizontal aspects. 2. The author does research on a practical level of circular economy education on the basis of the study and investigation in Shandong Province. Designing the questionnaire survey of circular economy education, and doing statistic analysis on the mass gathered data using SPSS13.0 data statistics software, the author analyzes students' awareness of environmental ethics, environmental behavior and general understanding on circular economy education, as well as the state of school circular economy education,family circular economy education and community circular economy education. According to the longitudinal direction from child, primary, secondary, tertiary education to life-long education, the author explores the necessity and significance of educating the people at different stages the circular economy education. Besides, using current successful experience of domestic and foreign circular economy education as reference, the author proposes setting up a lateral circular economy system composed of school, family and community, and does research on aspects of educational philosophy, educational mode, educational content and evaluation system.
