Research On Construction Of The Index System Of Local Administrative Supervision Effectiveness Evaluation

Western countries has encountered unprecedented challenges in the fields of social development and government management since the 1970s, when government management faces dangers everywhere, finances under pressure, organization overstaffed and under-efficient, government loses its control even head for a road of government failure, thus the new public management theory emerged. Under such background, governments started to implement the performance evaluation, which enormously improved the efficiency, benefit and credibility of the government. Therefore, our country set about researching on the practice of performance evaluation in various departments of government. The effections of the widely arise of performance evaluation in local governments around the whole nation and the emphasis of supervision effect by Mr. Hu Jintao at the Party's Seventeenth Congress and Seventeenth CPC Central Committee plenary session of the third, make the evaluation of actual effects of administrative supervision a new research vision gradually.The birth and development of actual effects evaluation in local governments was based on performance evaluation of local government, and it is still a newly sprouted thing. The build of index system of effects evaluation of local administrative supervision is the premise and foundation of evaluation of administrative supervision. This article summarized both theoretical and actual basis of the build of index system of effects evaluation of local administrative supervision, made a detailed analysis of the existing index system in local people's administrative organs of our country at present, pointed out the main standards and fundamental types of the setup of indexes, and revealed the many disadvantages and causes of the existing evaluation indexes. According to the thought of index sampling, statistical test of the indexes'effectiveness, and the statistical weight, under the principles of integrity, scientificity, systematicity and measurability, this article used the Balanced Scorecard as a framework to build the evaluation indexes of local administrative supervision from dimensions of supervisory achievements, costs, inner management, innovation and development, through field research in 14 prefecture-level cities of Hunan Province, and by using statistical softwares such as Excel and SPSS to verify the reliability and validity of the index system, consequently, the weights of each index was figured out. Under the premise of the above work, the index system built upon Balanced Scorecard was applied to the supervision effects evaluation of Xiangtan, and then evaluated the actual effects of Xiangtan's administrative departments by applying the Fuzzy Comprehensive Evaluation Method and the method of customer satisfaction measurement, with that the paper proposed the further improving strategy in view of the obstacles meet in applying the index system,On the basis of the advanced domestic and international theories and practical experiences, research on the construction of such index system has important significances both in theory and reality in aspects of deepen the theoretical research of administrative supervision, thoroughly apply the Scientific Outlook on Development, accurate position the targets of administrative supervisory strategy, realistically exalt the substantial results of local government's administrative supervision, speed up the pace of change in government functions, and enhance the capability buildup of local government.
