Study On The Policy Operation Mode Of China's Export Credit Insurance

In the situations of globalization and integration, the international trade competition becomes more and more intense. For the important functions of accelerating foreign trades and investments, the Export Credit Insurance (ECI) is popularized as a pervasive policy tool in many countries. Along with the growing up of the operations of ECI and the policy operation mode, especially after the ending of the transition of WTO, ECI's functions of promoting foreign trades will become much more distinct. Under this background, it's necessary to analyze and study the problems existed in the policy operation mode of ECI from the aspects of theories and practices on the basis of analyzing the policy property in the management. It's also necessary to design the mode system of ECI macroscopically by using the advanced experiences of the developed countries to provide some policy suggestions for the governmental support, guidance and intendance in the development of ECI.Based on consulting interrelate study literatures, the thesis primary discusses the policy operation mode and the system designing, which is including five chapters.Chapter1: Analyzing the functions of ECI. Based on introducing the concept and the categories of ECI, especially its development situation in our country, the chapter expounds the functions and effects of ECI in the process of economic development.Chapter2: Analyzing the policy property in the management of ECI and using for reference of the international modes. On one hand, this chapter analyzes the policy property in the management of ECI with economics theories; on the other hand, it reviews the operation mode in foreign export credit insurance institutions and summarizes their common grounds and characteristics.Chapter3: The operation mode of ECI and the analysis of its problems in our country. This chapter analyzes the operation mode of ECI from the aspects of institution system, operation system, finance system and supervising system in our country, and points out the problems existed in the policy operation mode of ECI.Chapter4: The operation mode design for ECI in our country. This chapter puts forward designing projects for consummating the policy operation mode of ECI from the aspects of finance support, operations boundary, commercial operation and supervise system.
