As the grass-roots administrative agency, the roles of district people's government mainly appear as the exact implementing process which is carried out by centering on the questions how to advance the reconstruction process of shanty area and how to ensure the completion of mission of shanty area reconstruction. From the vies of the practices of Erdao District People's Government for advancing shanty area reconstruction, the district people's government has played a significant role for completing the mission of shanty area reconstruction in providing organization guarantee; introducing and inviting businessmen and providing good quality service for advancing the process of shanty area reconstruction; propagating and educating, and mobilizing broadly to lay the foundation of common people for shanty area reconstruction; for the successful dismantlement, regulating behaviors and protecting the order; doing a good job of handling the people's letter and visits to resolve contradictions for shanty area reconstruction; promoting the grade of urban area and implementing the construction of supporting and six aspects.Erdao District People's Government has explored and accumulated some experiences: government leading and market operating; reconstructing area by area and highlights the key points; reasonably compensation and arrangement; integrated planning and building supporting infrastructure; preferential polices and reflecting win-win; combining land reserving with operational development; differential treatment and combining reconstruction with improvement.At present, District People's Government met with come difficult problems in the shanty area reconstruction, such as part of residents of resettlement ask a higher price for compensation,so the difficulty for resettlement is big; part of residents of resettlement ask a higher price for affiliated house compensation than evaluation, so the difficulty of compensation is big; part of residents of resettlement communicate with each other to collectively appeal to the higher authorities for help, so the difficulty of conciliation is big; the destitute household of subsistence allowance without formal housing has lower compensation, so the difficulty of arrangement is big; part of developers have poor strength of fund, so the difficulty of project starting is big.Through analyzing the causes of formation of difficult problems, the main reasons problems arising from are: the management concept of government is parochial and difficult to take into account of the relevant interests: Firstly, the lagging of policies and regulations is hard to meet the requirements of practical development; secondly, it can not take into account of interests of different parties; thirdly, there is not strong awareness of transferring the functions of government and lacking of awareness for providing public products and community service and abilities; fourthly, in the process of quickening the democratic and legal development, the ideas and concepts in the line with international practice of some scholars and theoretical circles confuse the thinking and cognition of people and become the theoretical evidences for appeals and claims which are favorable to themselves. It increases the difficulty of management and impedes the resettlement work to go on wheels.Policies are not reasonable or unstable; it is hard to form stable anticipation and recognition: On one hand, the stipulations of some documents are at variance. Once some documents are carried out, they are abolished; therefore the masses do not know what to follow. On the other hand, the speeches of leaders sometimes are conflict with the policies and laws and regulations. While some leader are addressing, they consent to some problems of resettlement time and compensating modes, and that makes the resettlement work at the grass-roots level extremely difficult. And it is hard to form the understanding and identification of common people to the laws and regulations of resettlement. In addition, supporting for laws and regulations and the detailed rules for implementation are not complete and timely, especially, after the issue of Law of Property, Regulations for Management over Dismantlement of Urban Housing is not amended and issued in time.The supporting system for executing policies is unsound and operates inefficiently:"Permit of Green Channel"system does not bring out the due functions in the practical operation; the following safeguard system of new built return migration house for the residents of shanty area also does not produce more relevant policies.In order to successfully complete the mission of shanty area reconstruction, in the following works, the problems shall be resolved in the views of technology and policy. From the view of technology, it needs to examine tangibly the capital strength, developing concept and sense of social responsibility of developer; applying flexibly the relevant policies of affiliated house; building the return migration house in advance. From the view of policy, firstly, it need to reinforcing the integration of theory and practice to ensure the rationality and stability of policies, thereinto giving out several problems from the view of policy to solute"difficult resettlement"; secondly, reinforcing the supervision during the execution of policies and carrying out the predetermined policies. It gives out several links need to be mastered: Finally, paying attention to the construction of social security system and improving the supporting of employment. Local government shall combine the shanty area reconstruction with the work of social security, bring the functions of social assistance system into full play and complete tangibly the works of children's education of needy masses, heating in winter, assistant for disease, employment training, employment arrangement and other aspects. It proposes that, the district people's government shall plan various service branches in the return migration area in advance, and enlarge the employment capacity through increasing the service branches; the district people's government shall positively develop the posts of community service after returning migration of shanty area and preferentially arrange the recipients of employment assistance of shanty area. Meanwhile, in the cases of not occupying the urban roads and influencing the traffic, the recipients of employment assistance of shanty area are allowed to open the morning market and set up a temporary stall at the appropriate position around the return migration area, which are unitedly managed and guarantee the basic living of urban needy masses.
