The Research On Inter-governmental Transfers And The Equalization Of Basic Public Services

The economy of China has made rapid development since reform and opening-up policy,the government is also transforming it’s functions increasingly.At the same time,with the economic development and social progress,hidden dangers appear.Livelihood issues also draw the attention of government increasingly. Especially the equalization of basic public services which is contacted with all members of society.the implementation of fiscal transfer plays an important role in promoting equalization of basic public services comes true.Based on the analysis of reality environment of our country,it is urgent to improve fiscal transfer.After analyzed the current status of our fiscal transfer payment system and the equalization of basic public services, with relative data of the fiscal transfer payment in our country, we can see the fiscal transfer payment in our country is not so perfect. But it also plays a role in many ways.,such as narrow the gap of economic development in the region, improve the local government’s ability in providing public goods,balance the differences among different social strata.The existence of fiscal transfer is to realize the equalization of basic public services.Though the target of fiscal transfer system is clear,in the running of the system, it has very many problems, the scale of general transfer payments is small, special transfer payments does not regulate the use of funds, and also Intergovernmental fiscal relations is in the lack of clarity in the law. Some relative supporting measures are not perfect.This paper integrated the current situation of the basic public services and fiscal transfer payment,the existing problems and the relationship between both sides,in order to promote the equalization of basic public services,there are some comments on the following aspects.For instance,clarify the rights of the central and local government,define the cole of the target of fiscal transfer,optimize and adjust the structure of fiscal transfer payment, standardize the methods of allocation,and improve the supporting measures of fiscal transfer.
