The develop problem of the rural women, especially the poverty problem of the rural women,has been take more and more attention by all circles of the society. in order to solve the poverty problem of the rural women,Federation of women utilize the microcredit policy to help the rural women to banish poverty and become prosperous, provide the representative experience through practice, which is eager to summarize, popularize and improve.The paper apply the theory of public administration, philosophy, economics and politics, adopt research method of demonstration and normalization analyses the policy background, the evolutionary process and the results of the microcredit probably brought to rural women in Jilin province, summarize the characters and benign effect of the relevant item of the microcredit, to find the existing questions and difficulties, and raise opinions and proposals.This article includes the introduction and the main text. The first section, from a viewpoint of theory, has a brief statement of the patterns of domestic & foreign microcredit, as well the types of policies. The second section,particularly introduces the progress of rural area microcredit policy for women in Jilin Province by using public policy decision-making mode, and thus has an analysis on characteristics of the four policy participants, i.e. the Federation of women, tthe loanee, the government and the countryside credit cooperation. In this section a summary is made to describe the three major functions of rural area microcredit policy for women, i.e. the economic lever, countryside support by policy, and social assurance. The third section, in a way of emperical study, and by surveying,we have gained a set of available informations.
