Research On The Model Of Integrating Science And Technology Information Resource Based On The Theory Of Knowledge Supply Chain

In the era of knowledge economy,information has become a particularly important strategic resource. Scientists have predicted: the next century will be the century of scrabbling for the initiative of the information resources exploitation. The dissemination of information and knowledge will become the conditions of sustaining the entire socio-economic in the basic operation. In the massive database of information resources, science and technology information resources played an important role;in a wide range of information,science and technology information come into being the systematic first. Good conformity of science and technology information resources can not only realize the integration of technology innovation, but also has enormous role in promoting for the future economic and social development. Research on the integration model of science and technology information resources,and strengthen development and utilization of science and technology information resources,promote innovation of the overall system of the moment.Knowledge supply chain as an extension of the traditional supply chain, integrates the inside and outside information resources at the core of knowledge flow,realize knowledge sharing in the organization of"corporation,school,academe". The dissertation is in the theoretical basis of knowledge supply chain is that knowledge supply chain'goal is knowledge transformation,knowledge increment;Therefore,it can provide a good platform for the integration of science and technology information resources. Based on the theory of knowledge supply chain,researched on the science and technology information resources integration model can accelerate knowledge flows,to meet the tripartite balance of knowledge of the higher educational institutions,enterprises,scientific research institutions, achieve knowledge innovation , transform scientific and technological achievements into practical productive forces,and ultimately speed up the process of knowledge economization.Based on in-depth researches related on the basis of research results,in accordance with the paradigm of"concept definition - theoretical analysis - mode construction - empirical study". Knowledge supply chain as the theoretical basis and construct the integration model of technology information resources,probe into the knowledge flow process in the system of knowledge alliance:"corporation,school,academe". This dissertation is divided into five parts: the first part is introduction. The second part is the relevant theoretical analysis on the knowledge supply chain. Introduce the concept of knowledge supply chain,as well as its content and characteristics of the main structure, and in accordance with the three steps of the formation,the interactivity,and the innovation,analyze the model construction of knowledge supply chain. The third part is to analyze the current situation of the integration on scientific and technical information resources, with the status quo to analyze scientific and technical information resources integration of the problems. The fourth part is the core of this dissertation,introduce knowledge supply chain as the theoretical basis and construction technology information resource integration model. Part V is an empirical study on Jilin Institute of Science and Technology Information for the case of empirical analysis.Specifically, this dissertation's major research contains four parts. These include: science and technology information resources integration model's theoretical foundation, China's scientific and technological information resources integration and analysis of the current situation,as well as the general concept of model building,and finally based on the knowledge supply chain of science and technology information resources integrated model of operation mechanism.1. The theoretical foundation of constructing the integration model about science and technology information resourcesIn this dissertation,the theoretical basis is mainly in two parts. Including knowledge supply chain and science and technology information resources related theories. The research on knowledge supply chain begins at the definition of the knowledge supply chain's concept;colligate the dissertation of scholars at home and abroad who studies at the concept of knowledge supply chain,and analyze the concept on this model of knowledge supply chain. At the same time, dissertates the content and features of knowledge supply chain,intensively address on the relationship in the evolution of the knowledge supply chain's formation ,interactivity,innovation three stages, concentrated a real terms on construction of knowledge supply chain model. The scientific and technical information resources related theoretical exposition is from a narrow concept of science and technology information resources and generalized concept,and this dissertation uses the narrow understanding.2. the problem of Integrating scientific and technical information resources and at the current situationIn recent years,the integration of science and technology information resources is rather broad,and with a number of factors it has made large-scale progress. Universities and research institutions continuously enhance the innovative capability,the cooperative has become increasingly obvious, scientific and technological innovation system in fast growing services, already certain the advantages of resource integration. However, many problems still exist, and are listed below:①lack of overall strategic plan, weak management system;②lack of sustained and stable input;③lack of a high level of professional management and technical supporting;④ideas failed to keep pace with the development of the times. Overall, China's science and technology information resources are the integration platform construction in a majority,and no in-depth analysis of certain science and technology information resources within the region as well as the flow of knowledge of the relationship between main knowledge bodies, the research on this area is still limited. Yet to be improved in further.3. The overall notion of science and technology information resources integration model constructionBefore construction,first of all,should clear the strategic goal of scientific and technological information resource integration. The reason of knowledge supply chain as the basic theory is that to take advantage of the science and technology information value chain to integrate resources, achieve the ultimate technological innovation. Relying on science and technology information resources and services platform, in-depth research on the complex relationship in universities, research institutions, public libraries, and enterprises as the main knowledge bodies. and,in conjunction with this second chapter of the three steps :formation,interactivity,innovation in the construction of knowledge supply chain, analyze the integration model operation mechanism, security system and the balance of interests coordination mechanism. Based on the theory of knowledge supply chain,constructs the integration model of science and technology information resources.4. The strategies and operation mechanism based on the knowledge supply chain of science and technology information resources integration mode.From a technical level,building the integration model based on the knowledge supply chain of science and technology information resources is on the scientific and technical information resources and services on the platform. Internet-based,in the face of open to the public to maximize the exchange of information,share and integrate. From the needs,the fullest possible to understand the dynamic user needs, and strengthen the linkages between the main knowledge bodies, establishes a solid network structure. Information technology resource integration model of the operation mechanism is at the background of the evolution which is knowledge supply chain,divides into the formation mechanism,the interaction mechanism,the innovation mechanism.
