Community--as the basis of city, is an important part of the construction of the society. Community Public Service is the product of industrialization and modernization, the leading part and the foundation of community construction. Community public service is originated in the western countries, first, community Public services as a form of social welfare in early capitalistic society is to solve the social problems.The mid-1980s, Chinese continuous development of community public services, has made great achievements: First, the pace of infrastructure construction accelerated, the number of facilities increased, the coverage of the community public services has expanded. However, the public service on the whole community is still in the initial stages of development, the status of community public services and the constructing of a harmonious society are incompatible requirements, and community residents in the growing demand for services there are not a small gap. Outstanding performance for the problems are: first, constructing a harmonious community as the basic unit of society has not to be fully functional play, the most direct and realistic issues in the interests of the community that some people are most concerned about, have not been fundamentally resolved, community health, Employment, social security, and so on, they need to be further strengthened and improved. Community policing is still a high degree of concern of the masses. Second, it's difficult for the community service system to provide strong support healthy development, participatory mechanisms have not to be further improved, the number of community facilities inadequate public services, a single function, the overall level is not high. Third, the public service system of community constructing and the lack of stable investment mechanism, the main investment is not clear, the total lack of funds, the necessary basic public services expenditures of some local communities are not guaranteed, the gap of community public service infrastructure financing is large. Fourth, the related laws and regulations do not all-around.These problems of public service management community also exist in Changchun city. In order to solve these problems, we must start from a management model for reform. The author of the theory made the collection and analysis, from the success of public management experience in developed countries and communities, made out the construction of main administration, construction of the management objects, the choice of the ways of management design the framework of community public service management in Changchun city.(A) Construction of main administrationChangchun city community management of public services should be subject to the government of self-government organizations and community organizations. Community management from the government is mainly of guidance and external support, rather than on specific affairs of the community involvement. The community self-government organizations, is "the master of its own" form of organization. Community self-government organizations should be gradually established their dominant position, and in due course replace the government-led and the community to achieve self-management. Led by the government to the main autonomous transition is a gradual process. In our community constructing, can not and should not start to weaken the dominant position of the government. Community self-government organizations need the nurturing. No government in social, community self-government organizations in both quantity and quality to meet the objective needs of the community management. Therefore, the weakening of the government-led is closely related to the maturity of community self-government organization. Government should foster community self-government organizations in the process of gradually weakening its dominant position.
