Study On Cultivated Land Protection Of Urumqi Metropolitan Area

In some cities of Urumqi Metropolitan Area, the contradictions of cultivated land protection and urban development are sharp in the circumstance economy rapidly development in Urumqi Metropolitan Area, and the size of the cities continuously expand; a large number of cultivated land is changed into construction land. In this paper, the purpose of the study is not only to protect the existing cultivated land but also without constraining the economic development in Urumqi Metropolitan Area-reaching the coordination between the cultivated land protection and economic development-and to explore a new mode of cultivated land protection.The article studies on the protection of cultivated land in Urumqi Metropolitan Area by integrating the comprehensive and systematic research theories and results. It finds the characters of Urumqi Metropolitan Area's cultivated land usage in the changing features of cultivated land quantity, the quality characteristics of cultivated land, the distribution of cultivated land space, and the features of basic farmland protection. It analyses the impact of natural conditions, economic factors, social factors, policy implications in Urumqi Metropolitan Area cultivated land protection, and uses game model to simulate the existing cultivated land protection mode, as well as to simulate the coordination mode of cultivated land protection within the Urumqi Metropolitan Area. This paper analyses the action strategies of the local authority and farmers in the protection of cultivated land, and obtains the optimal game equilibrium. Under certain conditions, Metropolitan Area Coordination cultivated land protection not only helps economic development but also helps the protection of cultivated land, and is a feasible cultivated land protection mode. Finally, the article proposes the specific strategies and recommendations for Urumqi Metropolitan Area cultivated land protection, and hopes to reach the coordination between the economic development and the cultivated land protection in Urumqi Metropolitan Area.
