The cultivated land protection(CLP) problem is aggravating as rapid as population increase and economic development in China, which will occupy for a generation or more. Thus, the protection of cultivated land is the basic mission of land management in China as a country of large population. However, more and more cultivated lands have been turned to construction land in China, which will ultimately threaten food and society security. In such a context, how to protect cultivated land effectively is concerned by the people and policy makers. Consequently, an in-depth research on the CLP problem is of great significance and importance.Taking Y county as a case study, this paper explored some outstanding problems in CLP. Firstly, progress in CLP studies was reviewed and summarized, and several concepts related to CLP were clarified. Secondly, this research analyzed the current situation, existing problems and reasons of CLP in Y. Finally, some suggestions and countermeasures were presented according to the existing problems of CLP. The countermeasures involved four aspects that including public awareness, capital investment, infrastructure development, and untouched land resources exploiting.This paper was divided into five chapters. The chapter 1 was an introduction of the paper, which taking out the question, and summarizing the study progress of CLP. The chapter 2 described the theoretical basis of CLP, including relevant concepts and laws and regulations. The chapter 3 analyzed the current situation and problems of CLP in Y. There were four main problems existed, including:(1) the quantity and quality of cultivated land are decreasing and contradiction between cultivated land and human is intensifying;(2) cultivated land use efficiency is low;(3) water conservancy facilities are vulnerable and the anti-disaster ability is weak;(4) untouched land resources of cultivated land are insufficient. The chapter 4 concerned the main causes of the existed CLP problems. These causes included:(1) poor awareness of CLP;(2) lack of enough of technology & capital investment;(3) natural disaster happens frequently;(4) untouched land resources of cultivated land are difficult to be developed. The chapter 5 was suggestions and countermeasures CLP. The suggestions and countermeasures included:(1) improving public and manager’s awareness of CLP;(2) increasing the technology & capital investment to enhance the land use efficiency;(3) increasing the anti-disaster ability of water conservancy facilities;(4) developing and utilizing untouched land resources;(5) applying the farmland grading results to CLP.The innovation of this paper is employing the actual situation of CLP in Y as the breakthrough point to explore the corresponding causes and countermeasures of CLP. The significance of this study is not only that can guide the CLP in Y, but also can provide a reference for other regions.
