A Study On Cultivated Land And Basic Cultivated Land Protection In The Development Of Small Towns

The thesis studied on, while combined with the author's own experience gainedfrom at Jiahe County, the protection of cultivated land and basic cultivated land inthe speeding up urbanization process when the revision of the third round overall landuse planning has been carried out in full-scale.It is hoped that through the researchfind out the current condition of cultivated land use and its problem, predict the trendof cultivated land use in the future, and the thesis will provide us guidance in theeconomical development in Jiahe County.The thesis stars with the theories ofurbanization and cultivated land protection, analyses the process and trend of thecultivated land use in Jiahe County, and therefore the following researchachievements are gained:(1)Firstly this study pointed out the differences between the beginning of theoverall land use planning in 1996 and current situation in 2005.The areas of thecultivated land is 19080.0hm2 in 1996 but the number is 18692.87hm~2 at present inJiahe County.The areas of the basic cultivated land is always remains the same levelof 16791.2hm~2. The protection rate of basic cultivated land rose from 88.0 percent in1996 to 89.8 percent in 2005 with the declining of the areas of the cultivated land.(2)The thesis forecasted the condition in cultivated land using from occupationand supplement two aspects in 2010 and 2020 in Jiahe County.It is predicted thatsquare of occupied cultivated land will be 853.03hm~2 in 2010, while 1264.44hm~2 in2020.It is predicted that through carrying out land development and consolidation canincrease the areas of the cultivated land 3382.44hm~2.(3)Then this thesis analysed and forecasted the protection scale of the cultivatedland and the basic cultivated land on the base of the grain problem in 2010 and2020.At last it is determinated that the number of cultivated land is 17120.55hm~2 and17296.41 hm~2 in 2010 and 2020. Moreover the protection scale of basic cultivated landwas forecasted 16455.4 hm~2 in the ending of the overall land use planning in 2020 and adjusted the distribution of the basic cultivated land properly.(4)It is introduced measures aimed at protecting the cultivated land and the basiccultivated land in Jiahe County.
