The west bureau is a member of Shanghai Telecom, which is one of the branches of the biggest Internet Service Provider, as well as being a normal state-owned unit. Therefore the west bureau has a style and culture in management very like those in public institutions, as a typical micro-copy of state-owned large enterprises.Since the government functions separated from enterprise management and the telecommunication companies turned into corporate enterprises after the share reform in 1990s, Shanghai Telecom has been going through highly volatile situation during development and transition inside or outside the company. Over the last decade, the company has experiencing the transition from traditional state-owned government branch to corporate enterprise responsible for their own management decisions, profits and losses, the products increased from single fixed-line voice communication to varies value added services, the structure of human resource transforms from state-fostering and job-assigning to gathering talents through variety of channels. The crucial point is that the daily operation changed into remote virtual teamwork in multi-sector and multi-region from face to face collaboration in the same department.This kind of organization is called virtual team. The virtual teams organize cross-functional department people, bonding them with common goals, to complete the task and fulfill the goal. However, it's difficult to avoid omission while the team came into being in the context of such complex and rapid restructuring.This thesis analyzes the performance of virtual team on culture, communication, personnel and system by widely using questionnaire among team members in virtual teams of west bureau, to propose advice to improve efficiency of virtual team operation with practical example.The thesis validates the qualitative investigation on input factors of virtual team, on the other hand, it propose the core model of factors on the performance of virtual team (CFPVT for short). The CFPVT can be used for subsequent studies for reference as well as provide ideas and methods for the virtual team construction in other big state-owned corporations.
