Mineral resources are the basis for China's industrial development. With the rapid development of China's industrialization, the demand for mineral resources will be growing, but in the production process, resources waste is very serious. Every year mines emissions a large number of tailings and waste rock (including coal gangue), and other solid waste. Mine tailings and waste rock mining as secondary resources, whether from the socio-economic development needs, or protecting natural resources and mining enterprises for sustainable development, has further integrated development and use of the value.First of all, through literature research papers, the letter stressed, field surveys and other methods, the paper rough statistics of China's mine tailings and waste rock stockpiling of the total, and China's mine tailings and waste rock comprehensive utilization situation. Then we come to understand the following points: (1) Mine tailings and waste rock a huge number, the Composite low utilization rate. The deadline for 2005, China's mine tailings and waste rock of stockpiling number, about 23 billion tons. A total of the Associated Mine comprehensive utilization of nearly 20 percent, total recovery of mineral resources only 30 per cent. (2) China mine tailings, comprehensive utilization of waste rock is still in the initial stage. China on the comprehensive utilization of metal mine tailings alone in a part of a valuable component of the recovery work, but also for the recovery of useful components of state-owned mining enterprises is limited to large and medium-sized mining enterprises. (3 ) China has advanced tailings, waste rock resources utilization technology, but because of policy, capital and other aspects, these technologies promoting slow and limited to large and medium-sized enterprises.Secondly, the paper also focused on the United States, Australia and other countries' mining management policy, and compared with China's mine tailings, waste rock comprehensive utilization policy. China's mine tailings and waste rock comprehensive utilization management should improved following the rule of law and building management systems and so on. So that mine tailings and waste rock work goes on the road of stable, healthy, and sustainable development, strengthening the rule of law is the prerequisite and foundation. However, it must be noted that comprehensive utilization of resources our country is a part of China's development cycle. The management mechanism should be designed on country sound macroeconomic policies, and the local administration, and mining enterprises should consciously coordinate. Government should support capital, technology.In short, the mine tailings and waste rock should be comprehensive utilization along "reductions of, resources and sound" principle. Legal, administrative, economic and other policy tools should be takes full advantage of. However, due to complexity involved in a broad area, many problems still need to be further in-depth investigation, study and research.
