Mineral resources play a strategic role in developing our national economy. With the rapid development of China's economy, the demand for mineral resources will witness an obvious increase. However, huge exploitation and utilization of mineral resources will result in shortage of ore and mineral resources, as well as conflict between supply and demand of bulk minerals, which makes China become more dependent on foreign supply of mineral resources. Massive utilization of foreign mineral resources also gives impetus to price rise of international mineral products, posing a severe challenge to China's security of natural resources. Therefore, comprehensive utilization of mill tailing resources is an important component of developing cyclic economy in China mineral resources. It plays a positive role in protecting limited mineral resources, promoting healthy social economic development and safeguarding human ecology. Meanwhile, mill tailings'serious pollution to the environment and damage to the farmland is of highlighted concern from all walks of society. Therefore, it is of vital importance to strengthen evaluation of mill tailing resources, have a clear picture of its occurrence scale and technological and economic conditions of its utilization. We should also actively explore and utilize mill tailing resources in order to ease the tension of supply and demand of mineral resources, which can improve self-reliance of mineral product and safeguard the supply of China's mineral resources.Based on the method of literature and theory research, field visit, synthesis of information, this thesis intends to evaluate the mill tailing resources in China, and the technological and economic evaluation of recycling mill tailing resources. Combined with consumption of mineral resources and the trend of exploration, this thesis tends to promote the complete utilization of mill tailing resources and improve domestic mineral supply capability, focusing on the strategies of mill tailing utilization and effective practices. Our main conclusions are as follow:(1) In China, the technology and the conditions of equipment for recycling most iron tailing ore are mature, and the technology is feasible. The recycling of low-quality iron mineral resources and iron mineral in stock has become an effective measure to break the bottleneck of limited mineral resources.(2) According to scientific prediction, the precondition for iron tailing ore recycling is that the price for high-quality iron minerals should be above 1000RMB per ton, which makes the recycling economically profitable.(3) Design a watershed for the quality of iron ore. Provided the quality is above 7% of the iron tailing ore, economic benefits would drive the enterprise to recycle the tailing resources. Therefore, no need for the policy incentives in this regard. As for those iron ore below 7%, preference polices is in need to stimulus the enterprises to recycle the iron tailing minerals.
