The Effect Of Counter-cyclical Fiscal Policy In China

The crisis of economic cycle is a chronic problem to the market economy.And how to deal with this risk is one of the issues concerned by the economists and governments all over the world.Since the 1980s,with the establishment of the market economic system,the risk of the economic cycle disturbed Chinese economy and Chinese government.In such a background,through using the method of macroeconomic and econometric,this dissertation analysis china's counter-cyclical fiscal policy.Firstly,this dissertation reviews theories of economic cycle,the definition, classification,application mechanism of the counter-cyclical fiscal policy,and then sums up the basic researches and results of this area.Secondly,after reviewing china's economy since 1978,we draw a map of China's economic cycle fluctuations and China's economic cycle characteristics are summarized.On the basic of that,the dissertation analysis three different types of finical policy implemented in three different stages since 1990,and then discuss the effect of the counter-cyclical fiscal policy and the application of counter-cyclical regulation in the advanced countries,such as Japan and the United States.At the end of the dissertation,it sums up the effects of the counter-cyclical fiscal policy,and points out the ways to improve it.
