| Under the conditions of market economy, the crisis brought about by the economiccycle has become an inevitable shortcomings, and how to deal with this problem willbecome one of the issues which economists and national governments are veryconcerned. China has established a socialist market economy system in the1980s, thecrisis brought by the economic cycle which has been the world’s big problem alsobecome a big problem in China’s government. In this context, through using the way oftheory with practical, econometrics, comparative,the dissertation analysis of the effectof counter-cyclical fiscal policy in China.This paper first reviews the basic theory of counter-cyclical fiscal policy, on the basisof the definition, classification, and the use of the mechanism of review, summed up thesituation and results of this basic research in the field of counter-cyclical fiscal policy,paving the way for the effect of counter-cyclical fiscal policy; Secondly, an overview ofeconomic fluctuations in China after the reform and opening up, come to fluctuations inChina’s economic cycle diagram and the Business Cycle in China are summarized in thisanalyzed on the basis of three different types of fiscal policy in China since the1990s,imposed at different stages of a tight fiscal policy, the proactive fiscal policy and prudentfiscal policies, analysis of three from the implementation of the background, to takemeasures and the effectiveness of discussed; then the economically developed countriesand the United States, for example, the government’s counter-cyclical fiscal policyanalysis, to identify its advantages and disadvantages, and China compared, Inspirationsand thinking; Finally, summing up the practice of international counter-cyclical fiscalpolicy on the basis that our counter-cyclical fiscal policy to the implementation of anumber of problems in the process, and the source of the problem analysis and researchfor our current and future fiscal policy available to improve the ways and solutions. |
