As the uninterrupted development and application of science and technology, the quantity of agricultural intangible assets with the trade characteristic increases rapidly, the scope for intellectual property rights expands to seeds and agricultural areas, plant variety right becomes the focal point of the contention between intellectual property rights. At the planned economy era, the use of crop variety mostly was free, which greatly dampened the breeders's enthusiasm of innovation, thus affecting the quantity and quality of variety innovation. In order to promote scientific and technological innovation and converge with international standards, we implement the plant variety protection system. Operators who want to use new crop variety must be paid, so the market value of R & D becomes prominent. With the implementation and the constant improvement of this system, examples like transferring the variety become more and more, therefore the theoretical study on the value assessment of crop variety is very urgent.This paper begins from the definition of some concept related to crop variety, chooses the methods of value assessment of crop variety through the summary of the special characteristics of crop variety and assessment of value of crop variety, and discussions income approach's specific application. Crop variety has different classifications from different perspectives, this paper studies it which is defined property rights, available in the market and can bring interests to its owner.Crop variety is an intangible asset, with the general characteristics of intangible assets. But it has its own characteristics such as the tightness into the market, being based on the life of the product, being obviously cyclical and regional. In the assessment process, the value of crop variety is affected by legal, economic, technical and risk factors, coupled with the special target of assessment, the factors and the forecast of the parameters are unique, therefore, we should pay attention to the choice of the methods and the specific estimation of its parameters on the basis of the method to assess the value of general intangible assets. The weak correlation between the value and cost leads to the cost method being not applicable in theory. The imperfection of the market transactions and the difficulty to obtain the transaction information result in the difficulty in the actual operation of the market method. Income approach is a more desirable approach than the others in the assessment of the value of crop variety. But the estimation of three parameters concluding the expected income, the discount period and the discount rate also has a certain degree of difficulty. This paper point at the unique characteristics of crop variety and the evaluation of its value, and discussed with the measure of three parameters from the angle of the life cycle and the promoted area and so on, so as to lay the foundation for the more in-depth studies in the future.
