Research On The Evaluation Method Of New Plant Variety Right

With the development of agricultural science and technology in China,a large number of agricultural scientific and technological achievements have been invented.But the conversion rate is not encouraging,which makes the true value of the achievements difficult to reflect.The root cause of this problem is the lack of effective connection between the scientific research system and the trading market of achievement transformation,in particular,the transaction price cannot be evaluated by scientific standards,which makes it difficult for the two parties to reach a consensus.The biggest problem in the evaluation of agricultural scientific and technological achievements is caused by the particularity of agriculture itself.And this particularity is most obvious in the new plant variety right.The new variety right has a higher proportion in the whole agricultural scientific and technological achievements.And its agricultural characteristics such as spatiotemporal dependence and diversity make it difficult to evaluate its price accurately and reliably by conventional methods.Therefore,solving the difficult problem of the value assessment of new plant variety right is helpful to promote the research on the value assessment of scientific and technological achievements in the whole agricultural field,so as to finally achieve the goal of promoting transformation.In this paper,the evaluation methods of new plant variety rights in agricultural scientific and technological achievements are studied.Firstly,based on the current situation and value composition of agricultural scientific and technological achievements transformation in China,this paper gives out the orientation that the value evaluation of agricultural scientific and technological achievements(new plant variety right)should take its economic value as the direction.Secondly,based on the theories and principles of value assessment,this paper analyzes the difficulties in the evaluation of new plant variety rights,thus the applicability comparison of traditional value assessment methods of the evaluation of new plant variety rights are obtained.Finally,this paper improves the traditional method of determining discount rate and profit sharing rate,and adds the integrated adjustment coefficient to make the assessment result more consistent with the characteristics of new plant variety rights,and minimizes the impact of subjective factors.With the above improvement,a new plant variety right value assessment method based on yield approach is obtained.At the same time,after analyzing the applicability of BP neural network model in evaluating the value of new plant variety rights,this paper innovatively takes BP neural network model as the value assessment method of new plant variety rights,so that more new plant variety value factors can be fully considered.A new plant variety right value assessment method based on BP neural network is obtained,which provided a new idea for the value assessment of agricultural scientific and technological achievements.
