The key for an enterprise to keep ahead over its competitor is talented people. Human resources are the strategic resources which are important for enterprises surviving and developing. How to motivate talents a creative and autonomous mind, and how to improve the distribution system of salary are crucial guarantees to the success of an organization. So, the key to the management of human resources is the pay distribution system.To work out an effective pay management system which adapts to the situation of the enterprise, is a challenged task to the A tobacco company, which is the case that this paper is studying. So, this paper will study the problems of establishing a pay management system without considering the employee role by analyzing the actual instance of the A tobacco company, combining the status in quo of pay distribution system of a majority of state enterprise currently, by using the relevant theories and approaches of modern pay management system. Finally, it will abstract a pay management system pattern for China's tobacco industry in current economic environment, and a theory system that could guide the industry and could be used for referenceThe problem that this paper is analyzing is how to design a pay distribution system without considering employee role for tobacco enterprise, which is discussed in below five parts.Chapter one: By analyzing the pay distribution system of status in quo of a majority of state enterprise in China, combining the relevant rules in newly issued labor law of 2008, to the background of different pay system for different employee role will impact the long-term development of the enterprise, bring forward the issues in the pay system of tobacco enterprise that we must resolve.Chapter two interprets the concept of the pay system without considering the employee role which is implemented in the tobacco enterprise, and introduced the design method of the pay system.Chapter three: Exampled by the A tobacco company, by studying existing problems in current situation of human resources management and pay management, work out an effective plan of pay management system without considering the employee role.Chapter four described the process of designing the pay management system without considering the employee role for the A tobacco company in details. The system includes: the optimizing of the organize structure, pay system and checking mechanism. From the actual situation of the A tobacco company, it works out a plan which will adapt to the future development of the company.Chapter five: After the implementation of the pay distribution system without considering the employee role in the A tobacco company, it evaluated the operation of the new system and summarized the problems that will come to attention in the future.
