As the municipalities of Chongqing, it is a typical urban-rural dual structure of urban, rural population are many, the countryside area is big, how to solve the "three rural" issue is all the most important task and is the key to promote the development of urban and rural co-ordinate. But the present countryside land system has provided one kind of special social security for the rural population and has formed the fetter to the farmer, it causes the rural labor force to be unable to get rid of the farmer status truly, no matter is engaged in what kind non-agricultural production, the rural labor force finally cannot leave the land. Only by solving the problem which the good countryside land employment right pasts effectively, providing the more non-agriculture employment opportunity for the rural labor force, the realization land and the rural labor force optimized disposition, can quickly advance the urbanized strategy well and realize the industry and agricultural, the city and the village development benign interaction truly. From this point of view, in-depth study of the pilot area of Chongqing land transfer issue is imperative.On the basis of learning through long-term thinking, in-depth investigation and collect data, the paper took city and countryside overall plan pilot area Chongqing as an object to relates the extremely close land with the farmer to past the question to conduct the research. Taking circulation of land use rights in the big cities and rural co-exist, the dual structure of serious municipalities -- Chongqing's special significance as the starting point, firstly , the author briefly reviewed the issue of rural land transfers on Chinese and foreign. And then with Coase Theorem, land property rights theory , the land market theory and government rent and premium theory as the guide, the present situation to the Chongqing countryside land employment right and the existence question has carried on the description and analysis; on this basis, from two aspects of norms and empirical, the author focused analysis on the Chongqing Municipal Construction of rural land use rights, and came to a conclusion: a land transfer market for rural land use rights to promote the circulation. In this process at the same time, the author proposed building a market principles and market design model. Finally, the author offered some recommendations: improve the government functions, strengthen the rural land transfer of financial support and accelerate the reform of household registration system, and so on. This study concluded that: related to the process of the transfer system, rural land use rights should be based on the regional characteristics of Chongqing Municipality, and establish an effective land-use right transfer of the land transfer market in order to regulate the circulation of participation in the process of the object , effectively protecting the interests of farmers and ensuring that land to achieve optimal allocation of urban and rural development.
