Problems And Countermeasures Of Land Transfer In Mountainous Rural Areas

With the acceleration of urbanization,the transformation of traditional agriculture to modern agriculture has become an inevitable trend.In transition stage,the household contract responsibility system gradually show many disadvantages,such as farmers' rights and interests of unclear property rights lead to damage to the land fragmentation defects such as restricting the scale management and the improvement of labor productivity gradually emerge.Therefore,in recent years,the plains have begun to explore the new way of land circulation,such as Anhui small hillock rental mode,Guangdong in the South China Sea joint-stock cooperative mode,Hunan Yiyang trust models,Fujian Sanming mortgage,etc.,land circulation has begun to take shape and good development momentum.However,in remote mountainous areas,due to the particularity of natural geographical conditions and social and economic conditions,there are some differences between the land circulation in the plain area.Mountainous rural life level is low,a large number of young adults migrant workers make a living,mountainous rural land appear the phenomenon of idle abandoned,utilization rate is low,need according to characteristics of mountainous area its own resources,adjust measures to local conditions,explore suitable for the development of mountainous rural land circulation patterns.Based on this kind of situation,based on the mountainous rural land circulation problems as the research object,Yuanqu county in Shanxi Province as an example,through the practice research,on the local characteristics and patterns of land circulation,and existing problems on the basis of the comparison,in-depth and systematic study on this basis,put forward some Suggestions to promote the mountainous area of rural land circulation.This paper is divided into five parts:The first part is the relevant theory and policy of rural land circulation,mainly from the concept definition,Marx land system,the basic idea of MaoZedong thought and Deng Xiaoping's soil management system of the central policy of rural land circulation four aspects are studied.The second part is the current our country mountainous area the characteristics and modes of rural land circulation,analyzes the current mountainous rural land circulation is slow,small scale,the basic characteristics of flow ratio is low,and lists the main mode of mountainous rural land circulation has took Zuoquan county "land bank" model,Chongqing metrointerchange,Guizhou Zunyi family farm.The third part is the Yuanqu county rural land circulation patterns and results,summary and sums up the main Yuanqu county mountain area the main mode of rural land circulation,and some of the major results were obtained in recent years.The fourth part,the main problems existing in Yuanqu county mountainous land circulation and the restriction factors,analyzes the current mountainous rural land circulation because of the natural geographical conditions,farmers traditional ideas,imperfect social security system,rural organization construction and policy factors,such as slow,facing the land circulation to improve efficiency and scale operation level is not high,the land circulation introduce difficulty bigger,guide services,and other issues.The fifth part,promote Yuanqu mountain land circulation,to establish a reasonable and orderly land circulation mechanism,actively promote moderate scale management,improve the rural financial insurance system,promote the effective transfer of rural labor force pushing rural land circulation in the mountains.
