The Research On Management Reform For China Technology Standard

Technology standard is the basis of quality as well as enterprise production management. The role it plays in market attracts the attention of enterprises and government. With the establishment of market economy system, the pitfalls of current technology standard which is leaded by government and systemized are more and more obvious. On one hand, government lays down and issues technology standard, on the other hand, government also manages and supervises it. Government's double-sided role leads to two results. One is that the renewal of technology standard can't meet the demand of the development of technology,market and society. The other is that technology standard is restrained by government without enough space for development. Moreover, the administration turns of technology standard management system leads to a result that government civil servants attend to managing forcibly and penalizing violation activities without supporting the innovation of enterprise technology standard activities. This restricts the function of enterprises. In addition, differing from foreign technology standard management system, our profession association is not faultless. In foreign countries, most governments appoint associations to manage standardization and profession associations play main parts in laying down technology standard without the purpose of making profit. In order to guarantee the operation of voluntary technology standard system, government mainly use policy guide and financial support, foreign enterprises suffer less intervention from government and more influence from market. Meanwhile, the technology standard law and regulation system in our country is not corresponding to WTO regulation so that our enterprises are restricted and sectioned by foreign technology trading measures frequently.There are some causes which lead to the present situation of our technology management system, and the research on technology standard management reform is long-term and dynamic. Currently, our technology standard management reform should conform to the establishment of market economy system, be combined with the function transformation of government, learn from the developed countries, reduce the intervention to enterprises and market from government and strengthen the supervision from association. First of all, government should macroscopically manage and supply policy support, transform management mode, avoid multiple leadership, strengthen the establishment of technology standard innovation system, establish voluntary technology standard system, improve technology standard regulation system, popularize technology standard service system, strengthen the profession association team construction and make association standard management be approved. Furthermore, we should revise our international standard as soon as possible, establish standard area alliance, train the talents to meet the international competition, promote our technology standard in order to move towards the world, achieve the strategy of technology standard strong country and prompt the economic growth of our country.
