Study On The HSE Management System And Standard Of CNPC

Environment is the foundation for humankind survival and development. Withthe industrialization rapid development, environmental issue becomes more and moreprominent. Serve as the underpinning for civil economy, petroleum industry exertenormous effect for state. But the processes of prospect, exploitation, storage,transition, refining brings a great deal waste water, exhaust gas, waste residue andnoise etc. Thus result of hugely environment effect. Recent years, government andpublic pay more and more attention to HSE management of petroleum enterprise.With the society progressing and law & code perfecting, in 1980,s HSE managementsystem come into being in some large international petroleum company, based on theE&P experience for many years. And more, HSE management system has beenaccepted by most petroleum company. Now, it is regard as the common code byinternational petroleum industry. CNPC (China National Petroleum Corporation)implemented HSE management system from 1997, and brought into prominent effect.In order to realize the strategic object that constructing a multinational competitorypetroleum company, it is need change the former HSE strategy, from imitatingoverseas petroleum company to constructing own HSE management system model.So, it is an important question to resolve that CNPC how to design and develop HSEmanagement system and standard.The aim of this paper is that providing suitable HSE management system modeland specification standard for CNPC, so as to guide and help CNPC enterpriseimprove management and achieve continual development.The thread of this paper is discussed as follows, based on system theory, firstanalyze and research HSE management model and standard of petroleum enterprise,second, research petroleum enterprise how to establish and implementing HSEmanagement system, last, give examples.Through many investigations and contrasting research, this paper haveresearched that what is petroleum enterprise HSE management system model, anddiscussed evolutive process of petroleum enterprise HSE management model, andHSE management system types and characters, and contrast of China and foreignpetroleum enterprise. This paper concluded seven characters of CNPC HSEmanagement system, and researched how to design and develop CNPC HSEmanagement system standard. This paper gives principle, requirement, basicprocedure and method of CNPC enterprise establishing and implementing HSEmanagement system,and gives examples.This paper is the first study for HSE management system in civil petroleumenterprise. It settles the base to deep into study HSE management system. The CNPCHSE management system standard offers guidance and application tool for CNPCrealizing the HSE stratagem and for CNPC enterprise improving HSE management.
