This article theoretically has first profited from the domestic and foreign scholars to the bond macroeconomic regulation and control function viewpoint. Then analyzed the bond existence necessity from elaborating bond compensate financial deficit, the collection construction fund, the adjustment economy. The bond display function transmission mechanism mainly includes: Keynesian multiplicator theory, the government debt squeezing effect, the government bond interest rate the effect, the government debt currency supply with an effect. Based on the analysis of relevant data, graphics and the analysis of trends, the current politics and research, the article analysis the national debt as the financial policy and the monetary policy to combine a point, pass several paths to influence to the national economy .Because the exertive demand of national debt function supposes a premise, I Drew lessons from the national debt development of the United States and Canada experience, contrasts the shortcomings of our national debt as well as the need for improvement. Then through previous years national debt emission amount and the change, the GDP total amount and the change, the CPI index change, combined with concrete use and the effect that the national debt of impact on the economy, the article elaborated our country utilized the national debt to be supposed to the deflation and the economical overheating. After that the article has analyzed the present economy condition, with the special national debt and the national debt effect on the economy, proposed the place that needs to be improved. Finally aims at the question which the national debt exists at present, proposes the solution.
