Scientific Innovation Culture And Its Construction

Innovation is the driving force of the times and social progress. Scientific innovation is the beginning part in the chain of innovation. However, scientific innovation is not well developed in China, which is closely related with cultural environment of scientific innovation. The traditional culture of China biases towards the practical way of thinking and stresses the values of moderation, which runs counter to the rational and empirical study of modern science, thus it restricts Chinese literati's perseverance for science at different levels making China's road of scientific innovation full of difficulties. Therefore, in the process of pursuing scientific innovation, it becomes an inevitability to carry forward the spirit of science and build scientific innovation culture thus to enhance the spirit of creativity of our entire nation.This paper will try to make a deep analysis on innovation,scientific innovation and other concepts related to innovation, with a focus on scientific discovery, scientific invention and scientific creation, scientific innovative culture and technology innovative culture. In this paper, it is concluded that scientific innovation is not totally equal to scientific technology innovation, and is different to scientific innovation in some way, because the economic interests seems more obvious brought by technology innovation, people usually focus more technology innovation while ignore science innovation, even though science innovation serves the basis of technology innovation. There is a field which connects the two, that is scientific technology innovation, which is the process from new science knowledge to technology knowledge, and it is the creative activities based on scientific knowledge. So, scientific innovation culture has a deep connection with technology innovation culture and huge differences too. Both of them is based on material and spiritual culture structure, which work together on innovation and push it to prosperity. However in terms of spiritual aspects, the innovation motives behind science innovation culture mainly comes from the interests for questions, the hobbies and pursuit of truth from the scientific workers, while the innovative motives behind technology innovation mainly comes from obtaining interests and meeting the needs of economy and so on.Scientific innovative culture promotes scientific innovation with its unique functions and forms, which expresses as guiding function, invigorative function, coherent function and restrain function. Scientific innovative culture can guide and help people to form correct philosophical conception and research method. Scientific innovative culture can inspire the units and individuals involved in scientific innovation activities to fight for the innovative objective. Scientific innovative culture can attract innovative talents to participate concrete innovative activities in all kinds of effective ways. Scientific innovative culture can make innovative subjective accept the restrain of value concept and behavior norm in innovative culture. The construction of scientific innovative culture can enrich the connation of scientific culture. scientific innovative culture helps the innovative subjective form scientific world view and thus impel them to conduct innovative activities and form new scientific culture, by affecting the spirit of the innovation subjective. The construction of scientific innovative culture must be paid much attention in order to promote the scientific innovation.At present, there are many culture elements going against scientific innovation. in the development of science in our country, which include entire material and cultural, extrinsic systemic culture and intrinsic conception culture. The culture on conception level supplies scientific innovation with initial spiritual power. This thesis discusses the approaches to constructing scientific innovative culture in our country surrounding the thinking way, value concept and moral norm at conception culture level. On the view of developing scientific innovation, people should observe and find problems, excite the interest and curiosity, hold the imagination, intuition and inspiration, dare to break the routine and grasp the innovative thinking methods. From the perspective of erecting the scientific innovative value, we should carry out industrious study, worship innovation, seeking truth while maintain pragmatic, focus on efficiency, and we would continue to pursue democratic fairness and academic openness, encourage expenditures, tolerate failures, unite and collaborate with others, realize mutual development. In terms of building scientific innovation morals, we should hold high the banner of scientific spirit, create an harmonious atmosphere that could benefit the science innovation, we should also promote scientific morals, and strengthen the supervision on science innovation activities. We would establish and improve the law and rules, which would provide legal protections on scientific morals. Further more, we should take further steps in enhancing the management of systemic construction, and perfect the appraisal methods of scientific founding.
