Research On Establishment And Improvement Of Technical Innovation Competence In SME Based On Cluster Innovation Environment

Cluster Innovation is promoting innovation in industry clusters and enterprises of clusters'technology innovation by its unique advantages, it plays an important role in the development of regional economic development and even the national economy. With the coming of the knowledge-based economy and the development of high-tech industries of countries of the world, small and medium-sized enterprises play a bigger and bigger role in technological innovation. How to organize and carry out technological innovations of SMEs more effectively to improve their technical innovation competence has become common concern.This article starts from the general theory of cluster innovation and technical innovation, based on the relevant literature study, analyze the composition and characters of cluster innovation environment firstly. And establishes the structure of cluser innovation environment. Secondly, the system of SMEs'technical innovation competence is established. Thirdly, , analyses the mechanism of the improvement of SMEs'technical innovation. Then, summarizes the channels of improvement of SMEs'technical innovation capability. Then, takes SMEs of Zhongguancun electric city as an example to do empirical study. Finally, puts forwards countermeasures and suggestions to upgrade technical innovation capability of SMEs.The results shows that: technical innovation competence in SMEs based on cluster innovation environment is composed of R&D, manufacturing, marketing, technical innovation administrative and utilization capability of innovation environment; the improvement of technical innovation competence in SMEs is caused by market environment pulling,innovation policy and culture environment promoting, innovation material resources environment supporting.Under cluster innovation environment, SMEs could choose integration of industry, learning and research, technology introduction, cooperative research and development; Empirical studies show that the variable of cluster innovation environment and technical innovation competence in SMEs exits positive correlation; the management department of government and science and technology park should perfect cluster innovation environment,the SMEs should use cluster innovation environment more positively,perfect innovation resources sharing mechanism and cluster learning mechanism, perfecting intermediary service system,establish SMEs'technology innovation system.The research will be helpful for studying and analyzing the theory of SMEs'technical innovation, it also opens up new areas for further study in cluster innovation and enterprises'technical innovation. In the other hand, it provides new channels for SMEs to make technical innovation strategies, make up for their disadvantages, get innovation advantages and enhance technical innovation competence.
