| Environmental pollution and energy short are two challenges human being are facing. Environmental problem is more and more serious, many countries try to apply economical and effective means, and environmental management becomes a concern focus. As the main environment polluter and energy consumer, enterprise's passive environmental management has not been a proper way to sustainable developement, and taking environmental protection as a part of corporate strategy is wise. VEAs is a new environmental management tool, it is based on 'voluntary' and 'agreement', and aims to improve environment and energy efficiency. After several decades' development, VEAs has been widely used. In China, practice and theoretical research of VEAs are both just beginning.Main contents of this paper are as follows:1. VEAs related concepts and it's emergence. Firstly, expatiated its definition, characteristics and classification, based on relationship change between government and enterprise, analyzed the context of VEAs emergence.2. Driving factors analysis and model construction of enterprise's paticipation in VEAs. Based on utility maximazation theory, analyzed and concluded driving factors of enterprise's participation in VEAs, constructed the conceptual model.3. Empirical research on driving factors of enterprise's paticipation in VEAs. Based on the hypothesises, designed and implemented questionnaire investigation, applied Probit model to implement regression analysis, discussed different influences of different factors.4. VEAs implementation status in western countries and China. Summarized the experiences of implementing VEAs in EU and Non-EU countries, controversy on VEAs and illumination to China, then introduced VEAs general situation and main existed problems in China.The conclusion shows VEAs is an effective environmental management policy tool, and enterprise's paticipation in VEAs is influenced by many factors, including economic and non-economic, internal and external ones. In order to be more effective, VEAs should be layed into comprehensive environmental policy system. |
