In recent years, urbanization development in China enter into the stage of rapid development, the urbanization rate of China has reached 54.77% in 2014, while the urbanization rate was only 49.68% in 2010, and there are nearly 70 million rural population flock into urban areas in four years. More importantly, the city needs to provide a lot of land for construction to solve the housing problem of the rural population into the city, Construction Land index which limited by 18 million mu of arable land red line has been in nervous. According to the planning objectives of “new national urbanization plan(2014-2020 years)”, urbanization rate of will reach 60% by 2020, as the same calculation, China still needs to transfer about 70 million agricultural population by 2020, then the construction land of China will build will be more nervous. Therefore, scientific and reasonable manage and use construction land is particularly necessary at the present stage, and to understand and master the functions of driving factors of urban construction land is the premise of the scientific management of urban construction land. In this paper, the author builds the analysis framework about driving factors of the urban construction land changes based on the theory of urban development and systems perspective from the population, economy, resources and environment, institutional policy perspective, and systematically analyzes the influence of driving factors for urban construction land. Meanwhile, the author selects Gaoyang County in Hebei Province as the object of the study, and the results prove that: Different kinds of driving factors of plays a different functions in the changes of construction land in Gaoyang County, the demographic change and economic development are the key influential factors; Through the predictive analysis of driving factors and supply and demand development of construction land, and the of of land for, the future construction land supply of Gaoyang will not meet the needs of the development, the construction land will not match between supply and demand; In order to guarantee the sustainable development of Gaoyang urban construction land, the relevant influential factors should be supervised and guided in the future development, and strengthen the intensive use of construction land and the redevelopment of construction land reserve resources.
