China's rural land system is always an important problem being paid close attention. Both the main body and the mode of the rural land property rights transformation are absolutely special since the founding of New China, because of the participation of local governments. In order to holding right developmental orientation and guide rural land system onto healthy development track, we must research the capacity of local governments. Aiming at this, based on defining agent capability, selecting influencing factors, establishing evaluation system, the author evaluates the capacity of local governments during the rural land property rights transformation since 1949, and some suggestions also put forward at last.The paper consists of for parts:Part 1: preface.The author shows the research purpose, research significance and methods and also summarize and makes comments on domestic and international research on capacity of local governments during the rural land property rights transformation.Part 2: the agent capacity and evaluation system of local governments. Based on principle-agent theory and local government interests theory, the author gives three levels of local governments'agent capacity and the evaluation system. Finally, the economic and political resources of the local governments, the supervision strength of principles, the degree of the relationship between local governments and its principles are selected to evaluate the agent capacity of local governments.Part 3: evaluatation of local governments. The author evaluates the agent capacity of local governments during the rural land property rights transformation since 1949, and comparison and analysis of changing trend of local governments'agent capacity are given on the basis of the evaluation.Part 4: Explanation of rural land property rights transformation and some suggestions. Based on the analysis above, the author gives a completely-new explanation to rural land property rights transformation and put forward some suggestions on optimizing the operational environment for local governments.
