The problem of agriculture, rural areas and farmers are the basic problems for Chinese society to develop and to keep steady. It was proposed at the Third Plenary session of the 15th Central Committee of the Party that:"The problem of agriculture, rural areas and farmers are significant for China's reform and opening policy and modernized construction. Without rural stability, there is no stability of the whole country. Without farmers'well-to-do level, there is no the whole national well-to-do level. Without agricultural modernization, there is no national economic modernization."One of solving methods is to adjust farmland property rights system. Aiming at this, based on review and comment on literature about farmland property rights changing, the thesis summarizes basic theory about farmland property rights changing and analysis frame for local governments'behaviors. Next, it analyzes local governments'behaviors in farmland property rights changing since 1949. At last, it puts forward some suggestions for improving the farmland property rights system. This thesis comprises five sections:Part 1, introduction. It introduces the background, purpose, significance and methods of the research and makes a comment on research achievements about local governments'behaviors in farmland property rights changing in china and abroad.Part 2, basic theory about farmland property rights changing and analysis frame for local governments'behaviors. It summarizes the basic theory about farmland property rights changing and establishes the analysis frame for local governments'behaviors.Part 3, local governments'behaviors. It analyses local governments'behaviors in farmland property rights changing since 1949 according to specific historical events.Part 4, local governments'behaviors comparison. It takes comparison of local governments'behaviors between every period.Part 5, conclusion and suggestions. It summarizes the model of local governments' behaviors and makes deep analysis through mathematical model. At last, it gives suggestions for improving the farmland property rights system.
