Studies Of Market Environments And Policies About Construction Project Supervision Enterprises Developing Into Project Management Enterprises

Construction project supervision was introduced from 1988. It is a social and specialized method in order to change traditional engineering management, or it is a engineering project management system, it played important roles in advancing engineering project management system reform and raising project management level, and ensuring construction qualities. With the change of construction market environments and policies and statutes, construction project supervision industry and enterprises brought new problems and difficulties. Enterprise structure becomes more and more non-reasonable, low-level and ill competence lies among enterprises. So, how to change non-reasonable enterprise structure in construction engineering supervision industry has been an important problem. In order to change our now engineering management method, project management is introduced our country. It provides a new development direction for now engineering supervision. But influence factors on enterprises development, except its inside factors, outside environments will influence more it. Enterprise must adapt to it not change it. So for supervision enterprise, it is more essential to recognize its outside environments and pertinent policies.This thesis is based on project management and supervision theory. First, context and significance about this paper were introduced. Second, the major problems were analyzed in our construction engineering supervision and project management. Third, pertinent market environments, policies and rules were studied, which was about construction engineering supervision enterprise developing into project management enterprise. In studying supervision industry competence, I use Porter's "five-competence" model of the enterprise stratagem management for reference, and use system equilibrium in the new system economy for reference on studying of construction engineering supervision and project management statutes and policies. Problems were pointed out, which was system surplus in the construction engineering supervision but system shortage in the project management. Forth, countermeasures were put forward on consummating construction market environments and polices. We must cultivate actively project management market, establish pertinent Legislation and policies, and norm more markets. General mode of construction engineering supervision developing into project management enterprise was put forward.
