From the 1970s, modern biotechnology industry at the core of transgenic technology has been progressively developing, and gradually becomes the world's fastest growing, most dynamic areas of the high-tech industry.To solve population growth, food shortages, lack of resources,environmental pollution, and issues such as the energy crisis have provided an opportunity, and could become the 21st century's pillar industries. GMF(genetically modified food) has bring tremendous social and economic benefits for human beings, and its unique characteristics and the quality has lead to the people's concern.In recent years, controversy on GMF's safety to human health and ecological environment or not is increasingly fierce, and the public has aroused great concern in the world. In order to effectively manage to GMF,countries on the basis of the comprehensive analysis of GMF's advantages and disadvantages are formulating corresponding management policies and regulations.The purpose of this paper is: on the basis of analysis of the United Kingdom's development of GMF ,author expresses that UK government, academics, people's attitude to GMF, expounds the basic of principles of safety evaluation on GMF in the United Kingdom,analyzes the public policy of GMF,especially the logo policy and commercial policy, and explores the motives for its public policy with an attempt to guide the formulation of our country public policy on GMF.In the introduction, author focuses on the development situation of GMF, expresses simply the technical support of transgenic technology and its great significance to human beings development, and analyzes issues of GMF in public administration, including safety issues , logo and business policy issues.In the second chapter ,author focuses especially on the GMF development situation of the United Kingdom ,the existing problems, the British government, academics and the public's the basic attitude to treat GMF. In the third chapter, author discusses the existence of safety issues on GMF, including food safety and environmental safety, and analyzes the concept, principles, methods and policies on the British GMF's safety evaluation . In the fourth chapter, author focuses on the British GMF labelling policies. In the fifth chapter, author expresses mainly the British GMF's prohibit commercial policies, and reveals the motives for this policy. In the sixth chapter , author examine the British's public policy on GMF from cultural and ethical perspective , from the British culture and tradition, conservatism,social acceptance, and other cultural perspective to no-harm, respect, effectiveness and other ethical perspective to explain the public GMF's policy.
