As the regional cultural is multivariate,tourism resources and products are more and more abundant,the direction of regional tourism development should be to shape the integrated tourism image of the region and create tourism destination brand.Having excellent affinity and appeal,the tourism festivals are the effective way to integrating resources,mobilizing forces,highlighting regional culture,shaping tourism image and nurturing regional tourism brands.The original development of tourism festivals in Our nation is later than the West,after nearly 20 years of practice,the current state of development in full swing.Hubei Province has organized a number of tourism festivals, showing a trend of letting a hundred flowers bloom,but the overall level is not high,is still "old,small,scattered,stacked" - that is,the form is old,the scale is shrink,the general management is loose,the theme and time are overlapping,system planning is lack,so it has no yet to form a Tourism festival brand as the representative of the Hubei Provincial tourism image.Although the system theory has been widely used in various fields of tourism subject research domestically,but in the tourism festivals is absolutely new.Therefore,on the basis of summing up many specific tourism festivals,there is an urgent need for using the systems theory creatively so as to build the tourism festival system and optimize it from a macro view point,then propose a broad theoretical model in order to guide the development of tourism festivals.Using of the basic idea and principle of the system theory,summing up tourism festivals' characteristic and the overall development of regional tourism festivals, taking the tourism festivals as a complex combination of natural and artificial systems, before analyzing the elements,structure and functions of the system,the author has explicitly put forward the concept of the tourism festival system as the first time.Its development rules on time and space,has built the system model of tourism festivals regionally,and then has made a more detailed analysis from the dynamic mechanism,the different stages of development,different dimensions of space,has tried to make clear the layout of the tourism festival system in circle,layer,cingulum,the connection of point,line and surface,and then through the cycle of tourist flow,has made the tourism festival system into operation,and continuously updated,improved and developed under this operation,has ultimately realized of "from special festivals to special places" - that is, the development of tourism destination brand.Finally,the artical has made the empirical research on the case of Hubei tourism festival system.In addition to this abstract and conclusion,this article is divided into four parts:The first part has introduced the background of theme choice briefly,and general analyzed the research progress of the tourism festivals and the system theory in the tourism subjects,then pointed out the purpose and significance of the paper.The second part,on the basis theory of the construction of tourism festival system, has done a theoretical preparation respectively from the tourism festivals basic theory,the system theory,the tourism system theory and other relevant theories.The third part has analyzed the problems in the possibility and necessity,purpose and function of the tourism festival system construction,and then made a detailed study of elements and structure of the tourism festival system,proposed a theoretical system model.Taking into account the conflict specificity of different development stages and space-scale has built the system from different time and space dimension.The fourth part is the empirical research.Based on the expert survey results, actuality and potential the Hubei Provincial Tourism Festivals' development,has constructed in the central place spatial structure system of Hubei Province tourism festivals,has planned the hallmark tourism festival Wuhan Jingchu Culture International Tourism Festival,and then simply analyzed the marketing development strategy of Hubei tourism festival system.
