In the urban and rural economy, in order to build a new socialist countryside in the new period, the state has attached great importance to rural county basic public goods input and production, due to the current separation pattern of the urban and the rule, peansants are poor and weak At the same time, lack of basic public goods in agriculyural country still exists. Therefore,it is very significant both in theory and practice to study and improve rural country public goods' production mechanism as so as ensure that farmers obtain the basic public goods they need, to realize the goal of good governance, based on the people-centered and people-oriented value oritention.
