With the fishing agreements signed and entering into force between China and Japan, China and South Korea, China and Vietnam, marine fishery started into transition from overseas to exclusive economic zone. Fishing grounds for Chinese marine fishing vessels will be significantly reduced. According to statistics from related departments, the country will have 30 000 fishing boats retreat from part of the traditional fishing grounds from 2002 to 2007. 300 000 coastal fishermen and nearly 1 million fishing population will be affected in different degrees in production and daily life.Sino-Vietnam maritime delimitation leads to the reduction of the traditional fishing ground up to 1/3 in Hainan Province. The Guangdong Province reduces 32 000 square kilometers of traditional fishing grounds in the Beibu Gulf. Guangxi will lose the traditional fishing grounds up to 7-8 million sq km, and thousands of fishing vessels are facing some difficulties about dilemma of transferring. How to realize the leap in production mode becomes a problem that the academics need answer. At present, the construction of economic zone in Guangxi Beibu Gulf is attracting worldwide attention, but the academics lacked research in depth about the fishermen's production and daily life in the region. So this paper will analyze and study microscopically and in depth the issue that production methods are changing in the region, and present an idea in order to achieve the reformation of the mode of production. It has good reference to the relevant functional departments that formulate corresponding measures and draw on the value of the Beibu Gulf region for helping the building of a harmonious society and building a new socialist fishing village. And it also provides references to fishermen in other areas.This paper consists of five parts:The preface describes the paper's goal, its significance, its innovation, its method, and gives an introduction of the theory at home and abroad.Part one introduces the evolutionary features of three major elements of fishermen productivity in Guangxi Beibu Gulf between the foundation of the PRC and Sino-Vietnam maritime delimitation, gives a description of transitional process of the fishermen society and micro-economic organizations, and dialyzes the characteristic of gradual change of fishermen traditional modes of production.Part two specifically analyzes the development dilemma faced by fishermen since Sino-Vietnam maritime delimitation, tries to find the factors affecting fishermen's change of employment, and makes a proper evaluation of effects of fishermen problem.Part three introduces the successful experiences both at home and abroad relating to the transference of fishermen and analyzes some opportunities for the fishermen after the demarcation. It also discusses the pattern of development by putting it into the development planning of the Beibu Gulf Economic Zone and the framework of China-ASEAN, seeking to find an effective way to achieve the development goal.The conclusion part points out that it is of necessity to find solutions for fishermen's transference. To conform to the situation, on one hand, the central government, local govern- ments and fishermen need to make joint efforts as to form benign interaction. On the other hand, it should be based on the lifting of the standard of living and the improvement of general quality of fishermen, on the economic construction in Guangxi Beibu Gulf region, and on the stability and harmonious development of border areas.
