Since the 20th century 60s, the sustainable development theory, has been widely accepted and spread to each aspect of human daily life. Meanwhile, different experts proposed different models and methods for this theory. Among which, the most representative ones are single indicator method and multi indicators method. The former evaluates the sustainable state from single aspect, which can not give the overall evaluation. These modals include Genuine Saving Rate, Net Domestic Produce, Ecological Footprint, Index of Sustainable Economic Welfare and Human Development Index and etc. the multi indicators method can describe the sustainable development state in a wider field, however its complex evaluation system makes the researchers so confused, and also it is impossible to gather the full collection of data. So, the author uses different modals and methods to evaluate the sustainable development ability from different points of view, to form the complete description of the target district.The article based on the research of the construction and sustentation system of Tangshan Eco-city [2007] NO.9-266. With the gathered data, the author used several methods, named Genuine Saving Method, Ecological Footprint, Human Development Index and system compatibiuty index method from four different aspects, to evaluate the sustainable development state of Tang Shan from 2000 to 2005:(1)From Genuine Saving Method and analysis from economical point of view, Tang Shan Genuine Saving Rate is positive and getting higher every year from 2000 and 2005, its long term Genuine Saving Rate is 29.67%, below the average level (32.05%) of hebei province, however it changes with the Genuine Saving Rate. Natural resource wastages and environment pollution loss are still in a dangerous situation. Compared with the net deposit, the change of Genuine Saving loss rate betweens $8.4 billion and $24billion. The long term loss come up to 9% of the city long term GDP. In the same time, Tang Shan GDP annual development rate is about 17%, so its development is mainly based on the high rate of GDP development. Its economy develops mainly with the high loss of resources that is exactly the state of extensive growth, and low sustainable development state.(2) with the Ecological Footprint method, from the ecological point of view, the author finds out that original economical development stare bring obvious strike to the ecological system. Per Ecological Footprint raises from 2.35ha to 3.02ha, which is higher than the average level of hebei province (2.18ha). Per Ecological carrying capacity grows slowly from 0.56ha to 0.57ha, that has merely relation to the average level of hebei province. Ecological Footprint grows faster than Ecological carrying capacity, and the ecological pressure from 4.1741 of 2000 to 5.2974 of 2005. The resource based economical development style makes the environment already in a non- sustainable development state. Ecological red font also came up in fast development of population, residential consumption growth and non-fit industrial structure.(3) Analysis with Human Development Index from sociology shows: the HDI of Tang Shan grows from 0.7281 of 2000 to 0.7780 of 2005,higher than the long term Human Development Index level of hebei province(0.7498), and can be include in the mid-human development level. For its fast economical development, residential living-standard rises, average residential product rises. And as a result, the fund for education, medical care, culture and entertainment are plenty, the Human Development Index of the city keep rising, for a virtuous circle.;(4)With system compatibiuty index from systematic point of view: Tang Shan system compatibiuty index raises year after year from0.6814 to 0.9353.the system changes from non-blend to blend. Economy, society and ecology come to a system of high stability.From different points of view, with different method, the author makes the detailed evaluation towards the sustainable development ability of Tang Shan. After co-analysis of that result, the author find out that synthesize sustainable development level of Tang Shan is between 0.47 and 0.57, and comes up with the tendency that it grows annually. The research gives the overall description and evaluation of Tang Shan sustainable development ability.At last, the author proposed several practical methods for its sustainable development like change industrial structure, develop circulating economy, reasonable use resources, raise resource usage rate, strengthen pollution solution, and strengthen city basic infrastructure construction and etc. to finally development in a sustainable way.
