The Study Of Sustainable Development For Environment And Economics In Taiyuan City Based On The Method Of Genuine Saving

Sustainable development is the inevitable trend of world development, as well as the survival style of human being seeking for. Only the achievement of sustainable development, can humanity multiply their off-springs. Now, the research of the sustainable development has become the important topic of geography and ecology. In this dissertation, the author adopts the methodology of the genuine saving to measure the degree of sustainable development from World Bank;and cites the actual investment, which is brought forward by the research group of China's sustainable development in the case study of Sanming City and Yantai City, to study the sustainable development of Taiyuan City in Shanxi Province, one of China's energy bases being characterized by the serious environmental pollution. After deducting the depletion of natural resources, environmental pollution and loss of CO₂ extraterritorial effects from GDP which is taken as the starting point for computing, the author gets the results of the number and rate of genuine saving and genuine investment in Taiyuan City during 1995-2002. Based on this, the author makes a detailed analysis and puts forward some suggestions.By analysis, the author gets the following points:1.Both the genuine savings rate and the actual investment rate demonstrate the trend of gradual growth and the genuine savings and actual investment change from negative to positive. According to theory of genuine savings rate, it indicates that Taiyuan City has the capacity of sustainable development.2.The high value of genuine savings rate in Taiyuan City is resulted from the high value of GDP growth rate and high rate of country savings from the structure of genuine savings. In fact, the rapid growth of GDP in Taiyuan city is accompanied with the resource waste and the environment pollution, the emission of CO₂ is higher than the world average. The humancapital takes a small proportion in genuine savings too.3.Taking from the perspective of estimated results of the sustainable development capacity, the primary limiting factors of Taiyuan City sustainable development include the single structure of energy, the single structure of GDP, the shortage of human resources and so on.On the basis of these findings, the author puts forward some mueasures for the future development of Taiyuan City in the dissertation.l.To enforce the strategy of comprehensive energy.2.To transform the economic growth mode.3.To strengthen the investment of education.4.To build the sustainable development city.
