On The Outside Environment Of Venture Capital Development In China

According to the successful experience of venture capital 's development in foreign countries and regions, venture capital is a kind of special investment behavior which contains science, technology and finance. Venture capital can promote the development of the mid-and-small-sized technological enterprises and the high technology industries, and it is widely considered a significant factor to improve the ability of the innovation of science and technology of all nations. Actually it does strengthen a nation's integrated power. At the National Science Meeting in Jan.2006, the Central Committee of the Party and the Sate Council put forward a strategy, by stressing on developing venture capital, to accelerate the ability of independent innovation and to construct an innovation country. The meeting and its influences produce tremendous opportunities for China's venture capital development.Looking back on the course of venture capital's development, we see that although Chine's venture capital has achieved gratifying successes, it has still many problems, restraining the high technology industries development. Venture capital organizations, as the collector, actor and manager of the venture capital, are the cores in the process of venture capital action. A survey, including 228 samples of venture capital organizations, puts out that 75.1% of them hold that various outside environmental factors cause the problem of China's venture capital development. So it is significant for us to make comprehensive and dredging study on outside environmental factors of the venture capital in China at present.This thesis consists four parts, namely, to analyze the theories of venture capital and to further dissect the functional mechanism of the outside environment on venture capital, to discuss the problems of the various outside environmental factors on China's venture capita development in details, to take the effective measures on venture capital of America, Japan and Israel for reference, and lastly to put forward policy suggestions to improve the outside environmental factors of China's venture capital organizations. These policy suggestions aims at perfecting capital market, at better enacting the law related the venture capital, at better helping venture capital organizations development, at better structuring the system of science and technology management and at better building up the specialized social service system for the venture capital investment.
