The performance assessment , the basis of Human Resource Management, is a kind of advanced management mode. Though the news performance assessment has been put into practice in all kinds of media commonly at present, , the current situation and the effect of the practice are not so satisfactory. This article will aim at the problem appearing in the performance assessment of newspaper office, have an all-around discussion and research on performance assessment, and make effort to explore a breakthrough for being perfectly implemented so that it can exert its potential effect and enhance its core competitive power.This article integrated some relevant theories and researching results from several subjects such as modern Principles of Management, Human Resource Management, Medium Management Control and Law Science. Consulting the method of some foreign countries' media, this article tries to find out a suitable channel for the performance assessment system being put into practice. Simultaneous, this article will think on how to deal with the problems in performance assessment, and perfect this system, and rationally forecast the future trend of the performance assessment.This article basing on the thorough analysis thatthe present implementation situation of the news performance assessment, comprehensively discussed the questions appearing in the assessment and the effect as well as the factors which have influence on it. The article has alternated the document analysis, taking "Crystal Newspaper" as the example, through the contrast of the old and new performance assessment schemes of "Crystal Newspaper" and its implementation effect, it has arrived at a conclusion: Under our current social environment, the performance assessment has not displayed the value which it should have. The article finally proposed that it should infuse a balanced idea passing through news performance assessment of newspaper office so as to balance individual assessment and organization assessment, and balance personal benefit and organization benefit, and realize the correct guidance and the regulative function of the news performance assessment of newspaper office.
