One of the most important issues in human resource management is the establishment and improvement of the compensation system, although many scholars have carried out extensive research on this problem, but there are not many theories about the issue of the newspaper and other public institutions. According to the analysis of the development and the system construction of an English Education Newspaper in recent years, the internal personnel resource management is still the management mode, so it has not established the salary system which is in line with the actual development of the system.This study takes an English Education Newspaper as a case study. The paper uses the methods of literature data, empirical research and other related research methods. Through the research on the theory of salary, incentive theory and 3E theory, this paper makes a thorough analysis and Research on the development status and related system. This paper argues that the remuneration of the organization unit to the workers to convey the information, how muc h is the salary of the organization unit of the organization of employees' personal work is satisfied, or to other workers show how the work attitude and work way is to be sure. If the remuneration is reasonable and fair, it can stimulate the enthusiasm of all workers, and the remuneration system if the lack of rationality, the information will be transmitted to the wrong guide workers, influence their work attitude. Therefore, this paper is based on the incentive function of compensation, first of all, the paper defines the basic work of the salary system design of an English education newspaper, that is, job analysis, job analysis, job analysis, job analysis, job evaluation, salary, etc..
