Competent peoples, the significant guarantee of constructing harmonious socialism, is a critical issue related to the succese of state-building cause. With the rapid economic growth in China and the advent of knowledgement Economy Era, they have become the most valuable resource in enterprises. High Employee Turnover Rate is ubiquitous among enterprises in China, which results in phenomena like increase in managerial cost. As a fundamental component of HR Management, the management of talent circulation is aimed to control brain drain. How to attract talents, retain talents, stabilize talents, is become enterprise common undertaking of administrator。By specifically analysing brain drain of GXGH Research Institution, the paper probes into how to instruct scientists and technicians to circulate orderly, how to retain key talents in terms of employment system, promotion, salary, enterprise enviomment and development enviomment. In order to achieve the purpose of controlling technological brain drain, system of holding talents should be built up via rational distribution of human resource, strict employment, exellent development space, competitive salary, complete professional development plan and "people-oriented" enterprise culture.
