Mobile payment is of convenient, fast and security advantages as a new payment method. It may provide more effective security payment channel at any time and any place for users, which has opened up a new world of payment. Mobile Payment has set up a new direction for the future development of electronic payment, countries around the world have started on the relevant research.China's mobile payment is in a rapid industrial development stage, and also a primary stage. Each participant in the mobile industry chain hope get a share in this new huge market, but mobile payment is a complicated industry across the telecommunications, financial services, IT services, and many other industries. Any one of the industry chain can not dominate the whole market, so the industry chain division and collaboration will be the key to how to make a big cake and how to share the cake. Can we copy the foreign advanced mobile payments experience? Is our mobile payment led by mobile operators or by the financial institutions or other business model? Different game results among different industries will bring different marketing strategic decisions.This paper figures out the problem that how to operate the mobile payment industry chain in China nowadays by using the Game theory framework creatively. In conjunction with the first part of the article about the relevant definition, classification, implementation techniques, the development of the situation at inside and abroad as well as industry and mainstream chain operating model of the mobile payment industry chain, by setting up the reasonable assumption and building up four game model, this paper studies the issue that the leader of the industry chain should be the mobile telecommunication operator or the finance institution, and other issues such as whether and how the government should adjust the relationships of the key stakeholders in the industry chain. By doing this work and figuring out the equilibrium results as a quantitative reference, combining with the PEST macro analysis as a qualitative research conclusions, it gives out the existing problems, the importance of development as well as rationalization proposals for China's mobile payment industry chain finally.
