| The supervision of telecommunication construction is launched as a kind of mode to improve specialized supervision and control services for communication constructions. Our country has formulated related policies to ensure its positive development, but telecommunication construction supervision still encounter a lot of risks which is complicated and diversity. In order to ensure the positive development of telecommunication construction supervision enterprise and strengthen the supervision and control on telecommunication construction, it is necessary to introduce risk management system to telecommunication construction supervision enterprise in project implementation. With the risk management system, the supervision enterprise can properly evaluate the risks in project implementation and can effectively control the risks. However, the risk evaluation methods used in traditional supervision enterprise is not applicable to telecommunication construction supervision enterprise in its project implementations. We need to establish a risk evaluation system which can accord with the characteristic of telecommunication construction supervision, and propose corresponding risk control countermeasure. This essay conduct risk analysis of telecommunication construction supervision from three aspects - investment control, quality control and progress control and bring forward the risk management methods. It also analyses the risk of ethics in telecommunication construction supervision and propose relevant solutions. Finally base on the analysis of each risk sources, it establishes the hierarchy risk analysis model and emergency plan management. |
