Risk Analysis And Supervision Of Chenzhou Tobacco Redrying CO,LTD Relocating Project

After entering the 21st century, with China's accession to the WTO as well as the further deepening of economic globalization, the domestic tobacco enterprises began to face increasingly fierce international competition. In order to improve the ability to resist risks, cultivate first-class international tobacco companies, the China National Tobacco has launched a series of reorganization and merger policy and achieved remarkable results. After tobacco enterprise's mergers and acquisitions,the rest of enterprises began to carry out large-scale technological transformation to upgrade their production technology,as to improving their competitiveness in the market.. In this context, in order to further develop and expand its technical upgrading, Hunan tobacco redrying Ltd. decided to move its affiliated Chenzhou redrying factory to the Beihu District of the city. The relocation and transformation of a enterprise is a relative concentration of risk of the investment project,it involves a long span of time and many other things,it also involves many factors about controlling and coordination, therefore it faces a variety of risks.This thesis takes the project of relocation and transformation of Chenzhou redrying factory as the research subject, with the basic principles of modern risk management, we analyze the condition of the the redrying plant currently facing, we use a progressively deeper level model to decompose the work structure of the project based on past experience and current results. We focus on analysis of the various risks of the project, point out the main risk factors.We then use the method of risk matrix, and expert scoring to assess the project risk of Chenzhou redrying plant.We point the main risks and harm of the project, provide a scientific basis for risk response and control for project management. Based on this,with the risk management objectives and risk management strategies, we develop the principle of the proposed relocation of the transformation project risk response measures and risk control measures. Further more,we evaluate the expected results of the project risk management strategy, and put out appropriate safeguards.The relocation and transformation of a project is complex and difficult to grasp, through project risk identification, assessment and analysis of the reconstruction project of Chenzhou redrying plant, this thesis provides a method about risk control, risk evaluation and risk analsis for relocation and transformation of tobacco enterprises.It provides experience and reference for practical decision-makers, and good reference value for enterprises'implementation of relocation project.
