The Study On Coordinating Mechanism Of Transregional Local Policy

In the face of the trend of economic integration and region integration, interdependence and cooperation have become important tendency of local relation development. Institution integration plays a basic role in coordination of local relation. It helps to clear away the local system obstacle, to create mobile space for key element among regions, to establish division of labor and cooperative relation in different areas, and to combine the transregional local relation through coordinating transregional local policy. The effective institutional mechanism not only promotes the development of regional cooperation constantly, but also strengthens and rationalizes regional cooperation.In practice of local place contact, for the separation and interference of administrative division, the phenomena of partition and dispersedness among the places exist generally, mutual conflict and contradiction among policies and institutions of various administrative areas, such as separated infrastructure, abused preferential policy and overlapped industrial structure, which become the obstacle of local contact and integrated region. High cost of institution coordination has confined the effective cooperation among the places directly.It is the hypothesis that policy coordination is the foundation of intergraded transregional local relation, with the methods of empirical approach, comparative analysis and documents analysis, the paper explains the basic theory of the transregional local policy coordination, defining key concepts that the thesis involves, expounding theoretical foundation; to analyze appearances, reasons and harmfulnesses of policy maladjustment in local relation; to indicate transregional local policy coordination experience in domestic, then obtaining enlightenments; to study the promoting method of the local policy coordinating mechanism, according to the process of enacting policy, carrying out policy and estimating policy; then taking coordinating mechanism of transregional local policy in Chinese Beibu Gulf Economic Zone as example, to do empirical study.
